Really? I highly doubt that. The abuse part is illegal but has some confusing limits. You will get into trouble, but it's unclear where the line is between what's acceptable and what's not. The hugging and kissing part is also flawed. It's an offense only if it's done with the purpose of making others uncomfortable. But how can police know what is in the heads of that couple? That law needs to be rewritten.

Depends on his definition of abuse. The thing is that a lot of assault on females goes unreported and brushed aside. Now, that is less true in some places than others. It is also not a good way to measure it based on tier one, two, three, etc cities as that is population based only.

Sure, you are going to have far more reported instances in a tier one city than what the gov classifies as rural or semi-urban. The thing is the % per number of residents is likely much higher in reality in the latter type areas and vastly under or unreported all together.

I have no issues like this where I live and work, though it is one of the more wealthy areas of the city and very modernized in comparison to a lot of regions.
