So I went to a motel and asked if I could stay for a longer period time like 30 days. They kept saying some workers and people reserved the rooms already and I couldn’t stay longer. I was there for 4 days. After a couple days i went to look around and saw some empty rooms and cars right by the doors. Could they get in trouble for this?

Nope, they could have had the rooms booked and the people backed out at the last minute bc their plans changed. Sometimes couples/families will book a few rooms next to each other on a trip.

If you went back in and asked if there was a room available bc you noticed no one showed-up, the hotel owner/staff may actually be relieved that you came back to fill one of the empty rooms that was booked and not taken.

I worked in hotel long ago and people would do this all the time. Reserves something up until the last minute and then try to get out of it.

One of the conditions that hotels have for a stay is "Management reserves the right refuse or grant admission". It does not happen often enough as being a part of hospitality industry hotels do not resort to the extreme. A common reason for refusal to extend or be granted stay is not adhering to rules and regulations of the hotels especially related to check out times can result into forced eviction from the hotel. You're shit out of luck.

They might be worried you are a drug dealer if you want to stay there longer and from what I understand rental companies are allowed to refuse service to people for any and every reason since they are the ones who absorb the loss if they choose an unruly tenant.
