I think cops are mostly authoritarian thugs with a monopoly on violence. Race usually isn't involved unless the officer themselves has a racial bias of their own.

I think it's a problem with police unions in which it's difficult to get those who actively go out and kill people who obviously weren't threatening them fired or even charged because they might have tenure.

No. I think racism while not always overt still deeply permeates our societal institutions. We're not and equal society, not by a LONG shot. It's not even debatable that there are two different justice systems. One if you're white and one if you're minority.
