It’s a gray area, You can through dollar bills into a girls thong but once you pay for that girl to sleep with you it’s illegal. Unless you have a camera involved then it’s amateur porn. A lot of activity that goes on in the red light district is illegal like a lot of illegal drugs, like heroin, meth, and cocaine but it’s not illegal to have a red light district if you just have strippers

I think we are clearly much safer than districts that are closed and provide hiding places and obscure places where crime can occur without the observation of others.
