There seems to be a belief in the US at least that wearing a Thor's hammer as a Heathen or Asatruar symbolized membership in a hate group, and at some point police departments were given training to look for it as evidence of cult or hate crimes.

The original mythos was very weird, but so is every other religion. Loki banged a horse and gave birth to a wolf despite being a male frost giant. None of it is meant to make any sense, because magic gods can just do whatever in those stories, so trying to apply logic to them is a fool's errand. It's like trying analyze silly cartoons or fantasy movies.

So here (germany) it is not a hate crime but BECAUSE it isn't it is not rarely used by neonazis as they always used runic symbolism in some way. On the other hand it is also common with heavy metal which is often extremely anti Nazi. So it can't be used clearly to identify Nazis. Also the obvious meaning as a pagan symbol in its literal meaning.

It is currently in fashion in the US to make many if not most things one disagrees with a hate or race crime whether it is relevant or not. Most Heathen groups in the US are expressly anti-racist, but somehow it became a symbol of hate here.
