You moron, it can't pass no matter what. It expired in March 1979. An amendment only has 7 years to be ratified, otherwise the whole process must start over.

The 7 year deadline was imposed by Congress, it can be changed by Congress. It already was once, from 1979 to 1982.

My bad, it was enacted in 1972, but the supreme court weighed in on increasing the amount of years saying when Carter tried to do it, it was unconstitutional. It can't be changed with Republicans blocking it.

That's the point of the question. Republicans blocked it, despite it having majority support. (I don't think SCOTUS ruled the increase was unconstitutional, otherwise there would be no point in trying it now.)
