In the traditional U. S. race model the person is Latino. A person always picks up the race from his parents that is lowest in the traditional U. S. race hierarchy. This way, Barack H. Obama was the first black president of the U. S. (and not "mixed").

Asian is defined higher than Latino, so that settles it.

As a European I do not subscribe to the notion of race, of course.

If the person in question can trace all their Latin American ancestors back to Europe, then they are indeed Asian and not Latin American.
This can apply to people in Argentina descended only from Italians and Germans, for example. It could also apply to new immigrants from Europe acquiring any Latin American nationality. You did not mention such circumstances.
Anyway, I referred to the traditional model that is still strong in U. S. culture. Currently, the U. S. Census defines Hispanic/Latino as an "ethnicity" and not a "race" which can be combined with others. A person can therefore be of White race and Latino origin at the same time.
U. S. institutional racism is a complex piece of nonsense.

From a biological perspective, our species does not have races or subspecies, so further mixing is not going to make a difference on this point.

For example, the Eurasian red squirrel has five subspecies, so it is possible in principle. It just does not apply to us. Neanderthals may have been a separate subspecies within ours, but they are gone.
