Why do people act all excited to hang out, then bail?

I invited this guy on my boat for tomorrow. Messaged him on Thursday and never even responded to my text, but yet he was all excited a month ago when we talked about it. He was like anytime man, just give me a shout. Why not at least reply back saying hey I can't go I have this going on? I rarely even invite people anymore, this is always what happens. Then like 3 weeks later he'll text back with some excuse

Been there.

Stuff happens.

People can be pumped up on certain occasions due to many things, caffeine intake, medications, lots of reasons, making declarations of intent, then not feel quite so pumped later on.

I experience that 'pumped' feeling myself fairly frequently but try to not let it affect other people as your acquaintance did you.

I only ask that you say you can't hang out, don't want to hang out, etc. You don't just not respond when someone invites you somewhere.
