Defining legal terms within the statutes is pretty standard operation. From these definitions laws that pass in the future are less ambiguous and easier to interpret.

Go check your statues. You'll have sorts of terms in there like "person", "minor", "veteran" yet nobody questions those even though they are classifying humans just like "male" and "female".
