The "dark web" is just content that isn't indexed by search engines. You could technically set a noindex rule with a <meta> tag or an HTTP response header and be considered the “dark web”. That said, much of the so called "dark web" is just decentralized anonymous information. One example would be a network of decentralized search indexes of aggregated data that you can search anonymously so that you queries aren't tracked by big evil companies like Google who have proven they censor information and go after people and their companies for not conforming to a political narrative. Big companies like Google are highly invested in the concept of a social credit score which can be used to monitor and control people within a totalitarian communist dictatorship. Some people aren't too keen on that sort of thing. Being anonymous and decentralizing control of the stream of information is just that. You don't want one ring to rule them all... Some people will use that freedom for good. Others will use it for evil. So why someone is obscured and out of the line of sight of onlookers is really up to their own motivations. It's all just the internet. Who says people like Bill Gates and Larry Page should be watching everything you do?

90% of the vast Internet is the Deep/Dark web. You can buy a kidney, a baby or a nuclear bomb on the dark web. There are hundreds of millions of websites on the regular web, but that pales in comparison to the dark web. You can get a hooker or a hit-man on the dark web. Terrorists live on the dark web.
I recommend you never go there, or you will be on an FBI watch list. They will not only know that you live in Miami, but they will know your street address.

Believe it or not, I heard about it from this site. A young girl wanted to buy something, but she never said what she wanted to buy. I did a Google search and found out about the dark web. You can get ANYTHING on the dark side.

Yes, but what's really crazy, is that almost all of the Internet is dark and no one knows it's there. People who go there use a VPN (virtual private network)
