No, it's the opposite. People prefer to make compliments to the winners than to losers, because people prefer to project themselves on those who are better off. You spoke about encouragement but it's practically not different then flattery or admiration

If somebody is already succeeding in life I don’t need to encourage them if everything is going well. I would congratulate them for being so successful but not encourage them to make changes.

When you encourage another person it is usually in situations when they are not being successful like you are encouraging them to make changes or try something new that would make their life better.
If a person is already happy and succeeding in life they don’t need encouragement
