I was arrested for "inciting a false impression towards a police officer" but the cop was being racist. How can I file this suit in court?

I was arrested for speeding 176 mph in a 65 mph zone in my Dodge Charger SRT Hellcat. I am black, and the cop is white. I have a tracker in my car, and I wanted to make sure the cop wasn't racist. How can I file this lawsuit against the LAPD?
