Yes, men's rights are also issues that concerns the broader public.
THAT SAID, in the first speech I found on this topic was actually directed specifically towards gender equality in nations that do not yet have freedom of speech and women's voting rights and how access to birth control engages these freedoms. Women in the US do currently have the majority, if not all, of the same political rights as men as far as I know. That is not the case in other countries. It's very difficult to compare feminist discussions of the modern US to other countries because the political situations in these places are so dramatically different and it's sometimes VP Harris's responsibility to comment on the broader global space. Moreover, women's rights issues such as access for birth control and abortion really do affect the broader public in terms of the number of people going into government supported foster care and so on. So yes, women's rights issues affect the broader public.
Men's rights issues tends to be much more limited to individual experiences and harder identify and solve (ex. suicide rates or family law).

Men's issues like making sure the law doesn't favour mothers in custody cases, for example, is a universal and human concern. If dad is an okay guy but mom is a druggie, most law courts will still opt to leave the child with the mother despite her dangers.
Women's issues like access to birth control and abortion, access to health care (with studies done on women's bodies, not on healthy white men 25-35 - which is the usual because of healthcare institution misogyny as well), ability to vote, etc - all of those are also universal and human.

Feminism is the title given because it was originally started to help women in a man’s world. And yes, women’s issues are also men’s issues as it usually refers to issues involving victimization alongside just toxic societal standards that hurt everyone. The words used are just so people know what she is referring to, but Kamala is a politician and she knows that using buzzwords get more attention than saying everyone is a victim.
