This is the KGB facility building in St Petersburgh Russia.

It is said to be the "tallest building in Russia" ... because people inside it "can see all the way to Siberia".

If you are ever in need of a good chuckle, go to one of the russian mail order bride sites and read the women's profiles. Their "immigrant English" is entertaining and half of them speak as if they learned English from reading 18th English literature. Everything they say is such stilted prose. It depends whether your definition of tallest is distance from basement to roof top or whether it’s highest elevation taking natural terrain into consideration. I think there are definitely ways to interpret other buildings as taller. I visited cathedrals in Russia with high ceilings.
