Because they have been getting a lot of refugees and illegal immigrants from different cultures and different races which is affecting crime rates and also since they are from different cultures (African and middle eastern mostly) it doesn’t go well with European culture.

I could say this for the whole of Europe though also it’s true a lot of racist incidents go unreported because the victim is embarrassed or scared to speak about it. There is a popular saying which I assume you have probably heard before which goes like “snitches end up in ditches.”
