What is the political value of a supposedly "secrete message" that only a select few who had been previously informed of its meaning can understand anyway? AKA "A dog whistle".

Why not just inform those select few the same way you arranged for them to know the meaning of the message, or better yet give them a public key and send them anything you want encrypted?

The point of speaking in politics is to be understood by as many people as possible. This makes "secrete" messages absurdly pointless.
