Absolutely reorganise and retrain. Also look at how other police forces around the world deal with issues, not every situation requires a gun. If a suspect is running away do you need to shoot them in the back, if there's an armed Bank robbery should police go in guns blazing or just let them get away and pick them up later? In high speed pursuits on the highway is it better to let them get away until their gas runs out or they pull over somewhere before getting them?
They need to work on attracting better people to become cops. As for knowing the law cops should have a general knowledge of the law but not be required to be lawyers, if you require cops to have a law degree you will have to pay them as such.
I would also say that kids in school and college need to be taught on how to interact with Police. If a cop pulls you over don't start arguing or giving shit. Just show your licence and registration. If stopped in the street don't be aggressive. Absolutely do not try to fight with the police and try to take their gun, that will get you shot.
I've got a retired badge on my wall and another badge in my pocket and this makes me physically sick. Couple of bullies with badges. Fire and loss of pension. F "retraining" ... this is way past that.

These two are profoundly stupid? Maybe THIS problem I'll get to in a second. These are the people who, when I have had to interact with them, I usually end up with a talking-to in the boss's office. I don't actually think they're that stupid, but they're on record, and stupid gets you a lot of leeway in life. Not just for cops. We've all worked with that one guy who is only in the office to keep the organs fresh for harvesting later. That said, I've never met a good cop. They've always been absolute rock stars or absolute paperweights. The biggest issue I've seen in my mile wide inch deep interaction with forces across the country is that it comes down to the tolerance (I hate that word) of a community (the executive force) to let this trash stick around and cover up their bullying of a community. When people are like all cops are heroes it makes me want to vomit, because it's not like we're employing Internal Affairs just for kicks. I don't believe in the Blue Wall of Silence. Pilots self-report their errors all the time because the system is set up differently to not punish pilots who made a (reasonable) mistake, but help them learn how not to do that again. I've ended two careers prematurely because the guy was just an absolute bag of tepid shite and I consider both of them better than these two officers,

Double the pay of cops and cut the force by 60%. When I was in the Army I was, small teams, let's say. When I left the army to do the same job I was small teams for a federal department. We worked solo, in couples, and teams up to 5, but 90% of the time it was couples. Did we wish we had more people? Yeah sometimes. Did we wish we had more paperweights? Never. When we'd get mission support from organic units that were the battlespace owners of wherever we were working that day, it was always nicer to get 4 guys from Group "or higher" than it was with 50 guys from Company B in whatever National Guard unit that hadn't deployed together in 4 years and touches a weapon twice a year for qual. That's the ONE time I'll say lessons from the military need to be applied to the police force, Raise the standards (A LOT) and financially compensate the one's who make it through, you'll still save the community money and I doubt crime rates would suffer longer than the first few months of readjustment.
They're not worth six figures together in the highest cost of living part of the country. I could deputize a helper monkey and a sea otter and get more bang for my buck and only have to pay them with fish and vegetables, the latter of which these two land walruses could use seeing more of. Seen more muscle tone on a pack of all-beef hotdogs and at least they had less filler.

Honestly, it can't be all police departments, but some really need it.

and let's be honest here. nobody wanted to defund the cops when they specifically go after and arrest men in domestic violence/sexual assault cases even when the men are being falsely accused and automatically assumed guilty and not innocent
certain types of discrimination by cops are totally fine in the eyes of the public i. e. misandry
I do not know where this cop lives but in the state that I live there is incentives for cops to get college degrees in Law and Law Enforcement. I know several cops that have law degrees and many more with Masters Degrees in Law Enforcement. Last year I took firearms training at a facility used mostly by law enforcement. I did not meet a single person who I felt was not qualified to be a police officer.
You're doing it again, taking some isolated incidents and assuming all cops are the same. It's the sign of either low intelligence or dishonesty (both?). Which is it in your case? Actually, don't answer, because you'll either be too dumb or too dishonest to give the correct answer.
How about instead of defunding them we actually give them more training than hairdressers get?
If they can't recite the Bill of Rights word for word then what are they even fucking enforcing? Corpo edicts? Fuck that.
