Legally speaking Adam is at fault, he should have simply called the police and wait, chasing them did make them rush and be panicked which resulted in the crash. He is not the police, they may be thieves but he was also breaking the law when he was chasing them, speeding, putting pedestrians in jeopardy, stop sings etc. That is police job to chase them. so legally he is at fault.

My brother told me something I didn't know.
I keep two guns in a box in my living room. He said if someone broke in and grabbed one of my guns and shot me, my penalty would be worse than the shooter's. That's because in my state the guns have to be in a safe. Well, in that's the case, I couldn't get it out in time anyway.
