The US didn't initiate the arrest warrant because they haven't signed up to the ICC. In other words if an arrest warrant was issued for Bush, Obama or trump the us would ignore it.

The US is supplying Ukraine with older weapons of cold war design and surplus equipment from the war on terror that's being replaced anyway and to test new weaponry.
The longer this goes on the more it costs Russia and that's the real point. Its a very cheap war. If Russia wins what do they get? There's an overall strategy behind it all.
