Would you say that intention only comes into play when there is morality?

Just so the context is clear for this question: I'm talking about intentionality as a characteristic of some beings. Examples, within the topic of reproducing, (but could also take other topics too):

A cell: it has no intention of reproducing. It just *does it* - it's not "wrong" or "right" to reproduce. It is what it is.

A tree: it has no intention of growing. It just *does it* - there's no morality behind growing or not growing. It's not "wrong" or "right" to grow. It is what it is.

A human: it has an intention to reproduce (biologically)/develop (psychologically, not biologically)... because there is some kind of societal norm of "right" and "wrong" when it comes to having children.

Would you say that intention only comes into play when there is morality?
