If AI tells you to commit a crime who is responsible?

In recent UK news a man has been convicted of treason after attempting to kill the Queen with a crossbow
Chail's trial heard that, prior to his arrest on Christmas Day 2021, he had exchanged more than 5,000 messages with an online companion he'd named Sarai, and had created through the Replika app. During these conversations his virtual friend had constantly encouraged him to kill the queen.

Now I know we're responsible for our own actions but if I encourage people to break the law then I bear some responsibility. So if AI does the same should it's creators be held accountable?

Many people could argue they're too dumb to think for themselves and rely on AI. Similarly hate groups could create bots to tell people to kill minorities

Very interesting question actually. Although we indeed ALWAYS remain responsible for our actions, a person encouraging someone into committing a murder shares the responsability. I guess someone programmed the A. I. to respond the way it did? Even if the A. I. is able to improve and learn by itself, some safeguards must be programmable on forehand, no?
