I would say yes. So if you witness a crime you have a binary option: be a witness in the investigation early or even directly after, or doing something else beforehand.(not at all is obviously later to the point of too late) The more you do before, the more you distract yourself and depending on the crime even cloud your mind to the memory (maybe even consciously).
Even if you are not a deciding factor in the investigation an adiditonal witness can help one side and being able to recall what has happened more closely may help too.
