Probably. The only loophole is "who gets to write/grade the IQ teats?" That's why there is a constitutional ammendment against poll tests. Right wingers have a lot more funding and so have a much more robust astroturfing network. It wouldn't be hard to put Trump loyalists in charge of the IQ test grading and fail an extra ~2% of the population in just 2 or 3 cites in swing states. And that's all it would take to manufacture a Trump victory.

No, I'm afraid there is no magic bullet. We have to sacrifice our generation to holding the door open in the face of the right trying to push it closed, the hard way, in hopes that future generations will have the freedom they need to finally figure out how to force powerful people to be honest.
