Is telling people to change their opinions regarding one community and opt for another as that is superior a racist behaviour?

I had a very crucial question to ask. So, I'm from a brown country where we have many distinct communities with their distinct physiological features. One of my friends, Let's assume him as A has said that women from Green community are very beautiful. My other friend, B on the contrary tries to rectify him by saying - "leave Green Community, if you look at Pink and Red women, you'll be amazed, they're much better/prettier" on a public forum. Many people have called that out as racist as he has tried to demean one community/race to uplift others. But he says that it's a personal preference. Is he racist or it's just a personal preference?
