Did you know the Mary Queen of Scot executioner missed several times in her beheading? Which woulda hurt. The guy then held her head up and supposedly her lips didn’t stop moving for several minutes. And her little Scottish terrier was found under her dress.

The lip moving thing is just down to the brain stem being touched by something. You can make the ears and mouth twitch even the eyes blink. I've seen it done with freshly killed animals so it's reasonable to think the same happens with human beheadings.

As for executions perhaps televising them would turn people against them.
