She's a ratchet and ignorant but also I think mentally ill. Our apartments are aligned the same exact way only difference is I'm on the second floor she's above me. She stomps, let's her kid run as if he's out side, loudly talking, dragging shit across the floor and follows me to whatever room I'm in. Lately she's been in her son room directly above my kid room. So when my daughter is trying to nap or sleep you can hear the fat obese miserable bitch above pacing back and forth and dropping things with heels or shoes on. The floor is wooden so just imagine.
I'm NOT bothering her and I don't go back and forth and instigate. So why is she so adamant about disturbing my peace in my house and bothering me?

Sorry to hear you're dealing with that, sounds annoying as hell. When people are like that there's usually some issues beyond just being a straight up jerk. A few things I'd try:
- Talk to your building manager again bluntly. No budging on them dropping that noise complaint on her ass this time.
- Consider soundproofing your ceilings and doors yourself if you can. Even cheap foam panels help soften heavy footsteps a bit.
- Kill her with kindness when you see her in passing. Smile big and ask how her day's going. Pisses people off more when you stay chill.
- Record an hour of the stomping on your phone next time. Play it LOUD on her floor right when it starts up, so she knows how it feels.
- Look at local noise ordinance laws too. Sometimes after a certain time you can report it to the cops if the landlord won't do anything.
- As a last resort some people put their own sound systems facing up and blast stuff when they act up. Fight fire with fire haha.
