My sister and I discussed this very concept multiple times. We thought that government benefits for rearing should tied to the license for children beyond beyond replacement rate where tge parent has to assume all fiscal responsibility for the child and would be prosecuted for child neglect if they failed to provide for their child, just like we have now.

Tgere were some other conditions, but I can’t recall all of them. We figured everything else is already licensed, even marriages, why stop at procreating? Kind of a Marxist concept though.

Bottlenecking reproduction subject to arbitrary eugenics requirements won't make the DISTRIBUTION of resources problem any better.

No, although I can understand where you’re going. people would still find a way to get away with having children illegally essentially at that point and you can’t put everyone in jail.
