Why do people stalk others?

My question is a general question, not asking specifically about anyone.

Maybe lack of confidence in their ability to communicate and lack of better things to do? I never found it interesting even towards women I liked very much since I value straightforward conversations as a way to get to know each other rather than following each other around and spying on each other's activities. Also seems unethical to me.
