Its purpose was to deliver wise guidelines for future generations for after a possible apocalyptic event. It was built in the 80s but was destroyed by someone.

Nothing. It's based around Malthusian ideals about population, which had already been solidly disproven at the time Malthus wrote them. Now, when we rank almost LOWEST for impact on the environment relative to our biomass, due almost exclusively to our excess population both enabling and motivating innovations in... pretty much everything, it looks even stupider. It's less like Wakefield and more like Lysenko.
