The board agreed to it. So he should have gotten paid it. Let's say the board sets factory floor salaries to $55/hr; if the stock holders disagree and say it should only be $25/hr. You don't take the money back from the factory workers. You either fire the board, set the workers pay going forward to $25/hr, or both.
You think Musk is worth a billion hours (over 100,000 years constant work) of an employee's pay at a rate you seem to think is ridiculous? (I don't know why you think that; his companies do skilled work.)
The stock holders quite reasonably don't want billons of profits taken away from them.
