I feel bad for such homeless people certainly and the ones around where I live sleep out in public and I don't object. On the other hand I can sympathize with a business owner who is losing customers because of it, because soon then he/she might end up like the homeless person. Some people might be snobby, but you can't force them to spend their money at a place.

I agree. There are other places they can sleep. I feel bad for some and others not so much.

It depends upon the city, some cities yes, many more cities don't care for vagrancy as it scares away business and makes it unsafe for children and women.
