Yes, though I would much prefer Vivek's approach of also proactively preventing a hypothetical American company from turning around and doing the same thing, AND preventing them from collaborating with the US government to circumvent constitutional limitations, like Twitter and Meta have in the past (and the latter probably still does). Singling out a specific app or company is kind of a dumb way of dealing with the problem since there will almost certainly be loopholes, and it creates a precedent for the federal government to target individual companies for arbitrary reasons for divestment.

There's a strange idea that TikTok USA will just get divested to another company like Rumble, but there is a 0% chance that a Chinese intelligence asset just gets handed over like that - they will either just shut it down, or the new owner will just be unofficially in bed with China anyway. If you look at for example both Meta and X - they kiss China's ass at every turn. Someone like that, although probably less high profile, is who they'll turn to.

My understanding is that it would only be TikTok USA that would be divested, which would greatly reduce its overall value. I personally think that would still be pretty steep for Rumble, but they were the first company to supposedly put forward a serious offer.
