Societal rules exist so that we can all have better, safer lives. With anarchy, it doesn't take long before things devolve to stone-age standards of living. Few people today are equipped to survive very long under those conditions. Note that the people who expound such beliefs tend to be among the most privileged people - typically college students and academics.

Or it could mean that everything humans have created is an intellectual construct with no real meaning to the universe. Though it is a fallacy, as those constructs would have to exist, apriori in some form, in the universe to be conceived of to begin with.
