Imagine if health care was done the same way: You fall off a ladder. You hurt your leg. You go to the hospital and they say your leg is broken. The insurance company sends you the money, and you decide whether or not to get your leg fixed.
Same thing happens with cars. Take hail damage. How many people take the money but don't get their car fixed? That drives up prices for everyone.
There should be a low-price option: If your car is damaged, you find an approved auto-body shop, and the insurance company pays them directly instead of paying you directly. You agree to this for a lower rate. You don't get the car fixed, you don't get the money.
