You’re judging socialists by capitalist standards, for starters. Assuming homeless people are less than people with homes? There’s nothing about owning a home that makes a human being inherently more valuable. Owning a home only makes you more valuable to the banks and capitalists. See the flaw in your thinking? A surprising number of people are choosing homelessness. It’s actually likely the only fix to a wildly corrupt housing market. Boycott has always been an effective tool for managing the capitalists’ otherwise unchecked greed.
California has more homeless than other states because it’s huge and temperate. People are less likely to suffer hyperthermia or hypothermia when their shelter is otherwise inadequate. There’s also a great deal of otherwise unoccupied space. We tend to focus on the metro homeless because their “tent cities” are a blight. But there are thousands more that nobody is talking about in the hills and woodlands.
Sure, California’s extremely progressive social programs help people get fundamental healthcare and sustenance to keep their head above water during trying times too. But that’s not what’s causing it. There’s just not enough help available that people can just live the good life off taxpayer dollars and never worry about anything again, contrary to popular belief.

The government "farms them" look up how many billions are going to "help" and then look at the salaries of the people in charge of the homeless. They have no insensitive to fix the problem. The government also gives them resources and there is safe weather for the homeless.
