"Even if you don’t live in California, you’ve probably seen the pictures of tents lining Venice Beach. Or maybe you’ve seen photographs of Oakland’s sprawling homeless encampments, or the crowds of people living on the street in Los Angeles’s Skid Row neighborhood. Those images, while stark, do not come close to capturing the scope of the state’s homelessness crisis.
Numbers come a little closer. California is home to nearly 12 percent of the country’s total population but, as of January 2020, 28 percent of its unhoused population, according to federal statistics. More than half of the country’s unsheltered homeless population resides in California."
California has NO INTEREST in taking care of the homeless in any way that will matter. Their current solution is to build or buy high-end high-rise apartment buildings - the kind that would normally cost $3000+ a month rent per unit - to house the homeless. Of course, these buildings will be unlivable in 5 years or less, and maintenance costs are going to be insane.
The problem is simply that we don't really have a homeless problem, we have an ADDICTION problem, and to a lesser degree (numerically, anyway), a mental health problem. Perhaps 10-15% of the "homeless" are people who should be in mental health facilities, but the state doesn't want to pay to keep them there, and has defunded programs that used to do so. Most of the remaining "homeless" are drug and alcohol addicts who don't want to quit - they want to be free to be drunk or high all day, without anyone telling them what to do - and they're perfectly happy to commit crimes to fund their habits. California has responded by declining to prosecute the kinds of crimes they commit, so that when police arrest them, they aren't even booked in most cases - they're just released.
Many cities have housing available to the homeless that sit empty, because to stay in that housing, people have to look for jobs and quit their addictions, and most of the "homeless" simply aren't interested. They'd rather spend an hour a day stealing and breaking into cars, so they can spend the rest of their day using their substances.
If you had a car with a transmission problem, you could spend days and days replacing parts on the engine, or working on the suspension, but you'll never fix the problem because you aren't even looking at the right place. That's what California (and Oregon and Washington and others) are doing with the "homeless problem" - they see it as a housing problem, when it's really an addiction (and/or mental health) problem, and as long as they're unwilling to address the root causes, they'll never fix the problem. Instead, they'll throw tens of billions of taxpayer dollars at luxury housing and other things that will do almost nothing to fix the problem.
1. Too many tech workers with high paying jobs concentrated in the same spots. That drives the housing prices insanely high where only the highest paid can afford a house. Even a house that was considered a low end fixer upper dump will be sold quickly at a high price. There's no place for the person with an average/lower job to buy a house. Even the rental rates will go sky high because the same people buying houses are willing to pay high rental prices while they look. Meanwhile some people just can't afford to rent at all in an area that could be 20-40 miles across. But their job is in that area. They start living in vans and tents if they can't afford to relocate.
2. In hardcore liberal places the government doesn't let cops enforce laws against loitering, crapping on the sidewalk, using drugs in public and so on. This not only encourages other criminal activity as people see the cops aren't doing anything but it forces a lot of the legit business owners to move out of the area when they get tired of being robbed/threatened. Now those businesses moving out also means somebody probably loses their job that they were maybe using to barely pay rent somewhere.
3. Do-gooders who claim it's wrong to punish criminals and talk a lot about how they want to help homeless people, are the same people who will vote against allowing a developer to build new lower priced single family homes within even 10 miles of their own house.
But eventually all of this stuff snowballs and one day the well to do are whining about how they can't find a lawn maintenance worker, a maid, dog sitter and so on because they pushed all of the people who can't afford to live in the area too far away.
Whenever Google/Amazon announce they are building a bunch of offices in a new city, it's a death sentence for the average income people in that city but usually the locals are too dumb/trusting to realize it till way too late.
People often flock to a place with inflated ideas of how things will turn out for them. L. A. is home to the movie industry and many people think they can find jobs. But those jobs are few and hard to break into. So there's that.
When these people's funds run out and they don't return to where they came from and lose their apartments, I've heard that Los Angeles gives food stamps to anyone there. So they won't starve. They can survive.
The weather is mild. It never gets too cold to live on the streets or sleep in a car.
So why return home to a place where you had no job and no benefits. Also, people with mental illness and addiction problems flock to places where they can live without restrictions.
This is a terrible combination. New York doesn't have this problem because of cold winters. People leave when the weather changes or die on the streets.
Unless L. A. and other cities on the West Coast where weather is mild can create a viable plan to address the addicted, the mentally ill and joblessness this will continue. Giving foodstamps to anyone is compassionate, but compassion without plans for longterm solutions is baseless and foolish.
Yep, there are tons of people who never found a part in Hollywood, except for their mention in a song "Weeks turn into years how quick they pass and all the stars that never were are parking cars and pumping gas..."
High cost of living. Housing is the most expensive in the country. California has always been a desirable place for many. It's a place of dreams, potential, and optimism. The reality is much harsher but people don't know that until they move there and give it a try. There is always an influx of thousands more people every year trying to make it in CA, especially LA. Many can't make it, and leave within two years. But for the ones who stay, it's challenging.
The weather is a draw. It's a place that one can survive outside all year long outside. Along with the other benefits of living there, it means that a person who is going to be homeless, would rather stay in CA.
It's really not 'why is California so bad at this' but why do so many stay in a place which they cannot afford. Leave the state. Go back to family. Find a job in another state and begin again.

But having a roof over one's head is a basic necessity in most peoples' minds. But not all. Some people are mentally ill. Some are drug addicts. Some have had terrible misfortune and want desperately to get out of poverty. And some choose this life, because they don't truly want something different. They want 'freedom from the man', or others, etc. etc. People can survive there. Is it living? Is it a "nice and suitable" life? It's up to them to decide. If you offer someone food, and they ask for money instead... that is a choice. It shows that they have priorities, and we are not privy to what those are.
The homeless rate has been increasing there for years. But let's be clear - the numbers are staggering now because of a worldwide pandemic. It decimated financial stability for many. But the larger question is why so many stayed in California, leading up to that, when they at one time, would have had just enough money to leave, and start over, elsewhere.

There are so many because for one thing, the weather is nice. They have seen or heard that California has homeless encampments, so they go to them. California has had homeless people since the 50's if not longer. But those people were referred to as bums or hobos. I think the weather keeps them here. They don't have to deal with snow, blizzards, Nor'easters, hurricanes, etc. Plus California has State taxes so it has programs that help some of them. Just remember, they did not ask to be born. ☮️
It’s not that California can’t take care of them it’s that California allows them to be there while most other states and cities do not. Normally the homeless must hide to avoid being driven outta town because pan handling is illegal but in California they don’t have to. You can only help those who are willing to help themselves. It's not a political issue, it's a human issue. People will do everything they can to avoid calling human issues exactly what they are. Because calling it a human issue forces one to accept that those people are just as human as you. Stop being weak enough to use politics to prevent yourself from seeing it for what is really is. Homeless need homeless schooling campuses. A place for food and shelter, yes. But also a place to come off whatever addictions they are on. Clear their mind. Then bonus, have classes available to teach people a basic hardworking trade. Once back on their feet and newly educated they would be better off finding long term stability on their own. Lower crime, people off the streets, less drug use in areas. It would be worth the investment. Every state should have these in my opinion.
You're being far too simplistic. My cousin roamed the streets for years before his sister found a program to help him. He's schizophrenic! Schizophrenics don't take their medication, don't go to classes. That's not an addiction and that person was not clearheaded enough to take care of anything on his own. He still has medication management and will need it for the rest of his life. There are many people who need longterm living assistance and this costs a lot. Better to let them live on the streets and give them some food stamps.
This is a horrible situation that is NOT helpful. Would you only FEED a dog that had diabetes? No you would treat the animal for the illness and do whatever it takes. But today there has been a dissolution of mental institutions. Watch "The Right to Fail," a scathing indictment of the lack of support for the mentally ill and how they fall through the cracks.
True, abuses in old school institutions were horrible. But closing them all down has lead to this crisis of addicted, mentally ill OR addicted AND mentally ill people wandering aimlessly, begging on the streets in deplorable health and living situations.
Grassroots efforts and programs are the only road to solutions and there have to be many failsafes: housing, living assistance, therapy, rehab... a HOST of supports that do not exist today or exist in so few places and take extraordinary steps to get for people that it is disappointing and infuriating.

The second highest state taxes in the country, high regulations, wasting money to help illegals and criminals instead of its own citizens, wasteful spending on the high speed train that is pointless, wasteful spending on some environmental measures that don't help and not using the money on ones that would help, etc.

Oh that's a easy one to answer, who mostly lives in California? rich celebrities and then even for the more middle class the housing cost is still quite expensive because they can afford it. Making lower classes also need to somehow rise to higher housing and living cost which they just cannot therefore homeless. Even actors have been homeless before who are now those rich people making it a high cost so that people are homeless.

There are very few "economic homeless" among the "homeless" - even calling them "homeless" is done on purpose to distract from the fact that this is really an ADDICTION problem. With the exception of the folks who are mentally ill (and some of them too!), virtually all of the "homeless" are alcoholics and/or drug addicts, and they refuse treatment, and they refuse housing offers that won't allow them to continue using. San Francisco and Oakland both have available unused housing that they can't fill because the "homeless" don't want to have to follow any rules.
I'm not saying that people don't become homeless temporarily due to economic reasons - they do - but they typically find a housing solution within a couple of months, even if they just rent a room somewhere. I'm talking about the long-term homeless living in tent everywhere. That's an addiction problem.
@MrOracle would love to get actual site with a source to show how many homeless people in California are to do with drugs not housing cost. If you can't find anything then your words don't mean much and addiction happens everywhere so it would be odd for homeless people just to increase in one area because of addiction when you can literally buy drugs anywhere. Somehow I don't think that's the route of the problem. Of course the route is when there is many rich people living in a place the living costs go for the lower people too.

I do volunteer work at two different churches, and as part of that, I interact with people from a number of charities and programs in the Bay Area. They do food banks, clothing closets, park cleanups, and other community outreach activities. In this capacity, I've been able to speak with people at ground level - folks who work with these addicts (and some mentally ill) on a daily basis. These are compassionate people who put themselves at risk and advocate for these people. But they'll be the first to tell you what I've said here - they're only too aware of what the real problem is: addiction. They're folks who interact with these people every day, and listen to their stories in the course of their jobs.
These folks are constantly being offered free drug and alcohol treatment programs, but there are very few takers. The same is true with housing options, because those come with strings attached, and after living for months or years with no rules or structure, these people refuse to be under any rules. The charities try to talk to them, and explain the benefits of rejoining society, but the bulk of the homeless are only interested if they can have something with no strings attached - so they don't have to change how they live.

And also I will just add to mine a bit which yet you still haven't said anything to actually prove me wrong, that drug addictions also tend to raise when there is already poverty. People can become addicts from been homeless or already poor. So it wouldn't actually matter even if you did bring up a site saying how many are addicts because then you would have to figure out would they of become so if their life wasn't already in a poor downed state. And once again I'll repeat drug dealers are a prime example of rich wanting to be richer. Trying to argue a problem isn't often caused by rich getting richer and poor getting poorer is really daft when society has shown millions examples of it.
Any policeman or EMT can tell you that substance abuse is most common among the poor - the poor tend to have less employment, and thus have more free time, and have less to lose, so are less concerned with the consequences, because they tend to live only for today. But if you are poor AND a substance abuser, you are far more likely to end up homeless in the first place. I never said that being homeless causes substance abuse - I'm saying substance abuse is a leading cause of homelessness.
I'm also not suggesting that there is no substance abuse in the middle or upper class - we both know that would be a lie - but it's much more the exception that middle and upper-class folks allow their addictions to get so out of hand that they become homeless. Many are able to maintain their jobs and relationships despite their addictions, because they have too much to lose if they don't. The poor have much less motivation, and are more likely to give into their addictions, with tragic results.
If you've never been on a police ride-along, it would be an eye-opening experience. You can often contact your local police department and ask for a ride-along, and most departments will accommodate you. It would be even more enlightening to do one in a major city. An average night for a policeman is a combination of boredom punctuated by moments of terror and of despair.

If you're trying to make selling about capitalism, it isn't - it's CRIMINAL. And while criminals are always capitalists (because it's the only economic system that makes sense, and virtually the only one that exists outside of government intervention), most capitalists aren't criminals.
My point is: addiction is the root cause here, not a lack of housing. Sure, California ALSO has a lack of housing compared to all the people who want to be here, but a person isn't entitled to be here just because they want to be. You still have to pay your way. Plenty of people live in Iowa who would rather live in California, but they can't afford to live in California, so they don't. Why would economic factors not apply to homeless people who are actively seeking housing? Of course it does.
But, again, housing isn't the root issue - it's addiction. Addiction makes people reject their roles and responsibilities - they don't want jobs, they don't want rules, they don't want schedules - they just want to drink and/or do drugs as they see fit, and so, while they would happy take free, no-strings-attached housing, that isn't an option, and most won't take the free housing that has strings attached. And the ones that do often destroy the property or get thrown out for not following the rules - and then they have to start over on the streets with nothing again. Most would rather stay in their tents and tarps.

Don't live in Cali, but I live in a city that had a really bad homeless problem on the east side. Entire park was inhabited with homeless and junkies. Theft, fights and some shootings. Cops were called in that area frequently. Lot of homeless people that come up behind you as you get out of your car or are heading towards it.
This is not a matter of not taking care of them. It’s a matter of failing to police them.
The overwhelming majority of people who are homeless are either drug addicts or alcoholics. Allowing them to even set up tent cities and the like is an abomination in my eyes. Nobody should have to be subject to dealing with mass amounts of these people living in their neighborhood, camping around their stores, and trashing everything around these encampments.
If there are that many of these people they should take some land out in the middle of nowhere and build an massive encampment where they could stay. There are massive health issues regarding this. Also some people can't afford the cost of living in California so many move or many just struggle to survive, one issue is if someone makes a regular decent income then rent shoots up 300$, then they end up on the streets, they tried rent control but that does nothing prices go up every year.

Most homeless people aren't immigrants. They're Americans who were born here. American society -- through the public school system -- teaches kids to be soft. That's why immigrants have an advantage and are less likely to fail when faced with adversity.

Wealthy Americans don’t want to pay taxes. The wealthiest people in Poland pay 32% income taxes for 37 million people (smaller than California), and the wealthiest Californians pay 37% which isn’t enough revenue for the American population. It gives more than it receives. The Reagan Administration also deinstitutionalized the mental hospitals so they are free to roam to streets. The mental health care in the US is a business, and it’s the same with substance abuse treatment. It’s a playground for the rich and if you don’t have money you aren’t a human being.
Bad policies and government management. The homeless problem could easily be dealt with under different management, but California is a completely democratic controlled state and some political figures like Maxine Waters and Nancy Pelosi have been continuously elected for decades. There will be no change until people start voting with their minds instead of emotions.
@slatyb California needs a complete rework of management and laws. If democrats would somehow lose power, the laws could be changed which could directly impact jobs, homelessness, taxes, rent, and everything else.
Well, the state is so huge, I believe they need more people to contact the Attorney General / Governor of California and say hey look here there are these homeless people and Cali needs to open up more shelters but these homeless should be required to hold a job down or volunteer work to replace for living at these shelters and I think people need to call out on President Biden and get funds set up to get these shelters build for the homeless
California has a lot of homeless services as well as nice weather year round which attracts homeless people to flock there. If I was homeless I would go there too.
Have you seen the price of rent in California? Only the rich can afford to live there comfortably. And the entire USA has a homeless issue because the government treats them as a stain on society and has laws in place designed keep them homeless & starving
There is a law that you can be arrested if you don't have at least $20 on you (this law is usually ignored for obvious reasons); You can't get a job without an address; camping is illegal under bridges on beaches, and in public parks (along with other places of public gathering); it is illegal to feed the homeless (this varies from state to state); it is set by companies that they can't serve the homeless (many homeless people have been removed from restaurants & fast-food places by police just for eating there). Cities also put up anti-homeless measures such as ground spikes to keep homeless from camping, raised seat dividers on benches to prevent homeless from sleeping on them, police will patrol areas where homeless like to camp just to kick in & rip apart the tents of homeless to keep them from camping, even during the winter. These are the things i can remember so far

People come to California mainly because of the climate and the beaches, even if they are homeless. It's very hard to freeze to death here even in the winter, although it occasionally happens, but not nearly as often as it does in New England and the north. So yes, we have a lot of homeless people.

Just today, they managed to block a proposed California universal health care bill that would have provided health care for all residents. W do what we can. Democrats have a super majority in California. No other explanation is needed. by the way i have lived in L. A. for most of my life. I know this issue very well. I have to deal with them on a daily basis and knew a couple.
It's because the liberal mindset is that homelessness should not have any criminal consequences. As a result these cities look like third world shitholes.

The end results wanted for all the people of the United States by THE DEMOCRATIC COMMUNIST PARTY OF AMERICA. Everyone on the dole and cannot get out the cycle of the party and tax the people no end till they fall into poverty.
It is not just California, I see it in my state too and we have never had homeless like this. Covid put people out of work and family members that used to support the household died from Covid leaving the families homeless.

Well, you specifically mentioned the weather as reason, that's why I was asking. From my foreigner's understanding, I would assume Texas and Florida being almost as rich as California, though?
California is a socialistic stater, and Socialism encourages this. As soon as people in a socialistic society realize that they do not have to work to get their daily needs, they simply stop working and live off of the \hard work and produce of others.
