Do I pay my neighbors utilities because he isn’t paying the landlord?

My upstairs neighbor hasn’t been paying his rent or half of it the utilities. My landlord wants my downstairs neighbor and me to pay for it. So this month we pay the upstairs neighbor’s utilities as well as ours. Can my landlord do that?

I've never heard of such a thing. Ever. Anywhere. I would contact whatever government department handles renter's rights and laws in your region and report it.
