There is no such thing as "free speech". what they mean to say is "free speech within the law". Meaning there are things that cannot be said, as you will be prosecuted under the law.
Depends if the person you're bullying is of a protected majority-minority or not. Because if they are, it instantly becomes a hate crime and you become "basically Hitler" in the eyes of society.
Yes. If you don't incite to violence towards a person or a group. Saying someone 'you're just fat and ugly' isn't a crime but if you add 'you should kill yourself' it is.

All speech is free speech, where you cross the line is in actions. Forcing a person to listen to you, or physically harming them is not speech.
AS long as they can ignore you, you should have the right to say what you want.
Unless it is some libelous statement it is protected by the first amendment. Our system is not perfect
