Why does Russia still have the tradition of storming unaccomodating weaker and smaller states or countries?

Two reasons really. First of all, Russia is terrified that they will not be able to defend themselves in the future so they are trying to grow as quickly as possible and put as much shit between "actual" Russia and any potential enemies as possible. Secondly, they still play pretend to be a great power which means spreading their influence around the world. Problem is that they really are not a great power anymore which means most of their diplomatic efforts to do this fails and they have to fall back on the last ditch effort AKA war to try enforce their will directly.

All these things can be simply boiled down to a simple truth. Russia is weak.

Well one possible reason is to distract from the true state of Russian government. Nothing like a good war to distract the people from rampant corruption and waste. Its a tried and true method used by Autocrats and strong men... The powerful line their pockets while the people... well have to die for the Motherland.
