What should be done? I'm sure it isn't just me that gets tired of hearing innocent kids, other people's pets, USPS mail carriers, etc being attacked, mauled or killed by dogs. For that amount of damage it has to be done by a strong breed such as a pitbull, rottweiler or cane corso.
What can be done to live in a society where children can play outside, mail carriers can deliver their mail and others visit their friends and family without worrying about getting attacked by strong dog breeds?

Honestly, I have a taser. If a powerful dog like that comes after me, I would have no problems tasing it and happily risk going to jail for it. I'd do that than become another victim of a dog attack.

Most dog attacks come from a small number of breeds known for their aggression, being hard to control, and having hair trigger reflexes. They tend to be popular with low intelligence people who have little desire to train them and just want them for their fearsome reputation. It's a dangerous combo.
A mass cull would work but would be politically unpopular. So I'd go for spaying/castration and compulsory courses on dog handling for owners. I'd also have every dogs behaviour evaluated and if need be euthanized.
Let the breeds go extinct.
Those breeds shouldn't be owned by anyone. I'm tired of the irresponsible owners that let their dogs looses. That's already a danger to kids, elderly, other dogs and mail carriers.
Dog owners should train their dogs.

This means that it has to be a person with dog experience, highly qualified trainer and that person needs to have a psychological assessment done.

How so? The dog attacks that continue showing up on the news and either maul or kill people or other dogs are those breeds; when those breeds get out of control. They shouldn't be owned by anyone. They should be owned by a specialized trainer, realiable owners that will actually do their job.
Again, you're condemning entire breeds just because of a few bad owners.

I'm trying to say that pitbulls, rottweilers, cane corsos or any other strong breeds that require an active life, lots of exercises, early socialization and training aren't meant for everyone to own. For instance someone that's a ghetto and always letting his dog loose without a leash and being lazy about training his dog obviously should've never owned a powerful breed. Someone that's a first time dog owner and has no experience of powerful breeds wouldn't be a suitable owner.
That's why I tried to say there should be a stricter law on who should be the owner of those breeds. It needs to be a responsible owner that'll provide everything that breed needs.

Exactly. Personally it's time to make stricter laws. For instance if someone wants to own powerful breeds such as a pitbull, rottweiler, Cane Corso or any other breed that has the capacity to kill a human... that person should undergo a mandatory psychological assessment and had to have experience of owning dogs before and series of paperworks done, plus make it costly to own such breed. In other words don't make it easier if someone wants to buy that breed, only reserved to real qualitied owners. Plus, make it mandatory for those breeds to have muzzles on.
