What to do about neighborhoods dogs?

And if I accidentally hit one with my car should I feel bad?
Basically I moved into a new area and for the last few weeks there are this house that leaves are dogs out which is common here but the problem is is that they run in front of people's cars and several times I've had to slam on my brakes so that I didn't hit them even this morning I had to slam on my brakes in one of them was literally a foot away from my car. Where I live does not really many Animal Control type services and they only 911 called you can make are emergency, and I don't want to go up to their house because this area is known for having meth dealer problems and I don't want to get shot for knocking on someone's door. And to be honest it's getting to the point that next time I don't even know if I want to slam on the brakes. What I've been doing is anytime they run in front of my car I just lean on the horn for 30 seconds in front of their house hoping it wakes them up and that it pisses them off enough that eventually they will stop letting them out but it doesn't seem to be working. Advice?

I'm thinking about maybe writing a letter and taping it to their gate, something like "I've had to slam on my brakes to not hit your dogs, next time I won't brake".
