What to do about neighborhoods dogs?

And if I accidentally hit one with my car should I feel bad?
Basically I moved into a new area and for the last few weeks there are this house that leaves are dogs out which is common here but the problem is is that they run in front of people's cars and several times I've had to slam on my brakes so that I didn't hit them even this morning I had to slam on my brakes in one of them was literally a foot away from my car. Where I live does not really many Animal Control type services and they only 911 called you can make are emergency, and I don't want to go up to their house because this area is known for having meth dealer problems and I don't want to get shot for knocking on someone's door. And to be honest it's getting to the point that next time I don't even know if I want to slam on the brakes. What I've been doing is anytime they run in front of my car I just lean on the horn for 30 seconds in front of their house hoping it wakes them up and that it pisses them off enough that eventually they will stop letting them out but it doesn't seem to be working. Advice?

I'm thinking about maybe writing a letter and taping it to their gate, something like "I've had to slam on my brakes to not hit your dogs, next time I won't brake".

Just keep driving. Owners are responsible. For instance a neighbour of mine had a habit of letting her dogs out in the morning to shit because she didn't want to clean it up in her own yard. I approached her very nicely about it a few times and was met by abuse from her and her husband who made threats of violence and the police, being on their property I didn't want to push it in case things escalated to the point cops we're called and of course they had two very large aggressive dogs.

After that and thd fact that local authorities didn't want to know I decided to deal with it myself. So the next time she let her dogs out I called them over to me on my front door and I shot them both with my Mosseberg shotgun. Reported to the police that I had shot two dangerous dogs that tried to attack me. I then dumped the dogs on her lawn. They got the message. They went to Police but the officers didn't want to know, after all dogs are supposed to be on a leech in neighbourhood, they were letting the dogs out to crap in their neighbours yard not just mine and they were two large Rottweilers. Was a shame because they were lovely dogs.

Leave a note on their gate that says "I almost ran over your dogs. This isn't the 1st time. They can b a traffic problem. Can u keep them inside?"

Put the note in those plastic c through things in case it rains n put it securily on the gate.

If I hit anything I would still feel bad. Yeah the owners are irresponsible but to hit another animal, cause it pain and suffering and feel nothing is a huge red flag to me. It sucks that there’s no animal control is there a bylaw or anything

No, if people are that irresponsible with their pets, then its on them if their pets get killed.
