Neighbor doesn't ever leash his puppies? How do I protect my kid for the future?

My neighbors dogs are 2 half-pitbull puppies. Never have I seen him or his girlfriend ever use a leash. I have even gone to the property management about this telling them that I'm concerned about these dogs getting older and never being properly trained with a leash and possibly attacking someone like my 10 yearold daughter.

They let these puppies go out the door and you can see these people having the hardest time getting them to come inside. But they never use a leash.

The property management doesn't seem to be doing anything about this either. What can I do?

Shoot them if they become threatening. "But sour rose, that's not nice! That's animal cruelty!" Ey... you can let actual dogs harm you and everyone you love... or just say fk it, not me. And end the threat right there if necessary.

also, you are the adult in charge here... don't lose sight of your children while there's loose dogs on the premises
