What should I do about my neighbors dog?

We recently got some new neighbors and a few days ago I noticed they have a little pit bull puppy ( in my parents neighborhood you’re not allowed to own pit bulls). She’s so friendly but I noticed the her ribs were showing and she has a pot bellied appearance. The next day my mom told me that she saw the puppy across the street (the dog had gotten out). My mom picked her up so she wouldn’t get hurt and gave her food and water. The dog acted as if she hadn’t eaten or had anything to drink in days. I also noticed there is no food or water for her in the backyard. I thought maybe they were letting her in but she’s been there for days and she did have corn in her poop… I’ve been giving her water the last couple of days and she’s just so thirsty. These people are obviously irresponsible dog owners. I also heard them being mean to her but I didn’t witness it.

Ask them if she had food and water (these people aren’t the type you simply talk to)
Call their landlord and tell them that they have a dog (they’ll be forced to get rid of her)
Call animal control so they can investigate (they’ll know it was me who called)
Steal the dog myself so I can find her a better home
