We recently got some new neighbors and a few days ago I noticed they have a little pit bull puppy ( in my parents neighborhood you’re not allowed to own pit bulls). She’s so friendly but I noticed the her ribs were showing and she has a pot bellied appearance. The next day my mom told me that she saw the puppy across the street (the dog had gotten out). My mom picked her up so she wouldn’t get hurt and gave her food and water. The dog acted as if she hadn’t eaten or had anything to drink in days. I also noticed there is no food or water for her in the backyard. I thought maybe they were letting her in but she’s been there for days and she did have corn in her poop… I’ve been giving her water the last couple of days and she’s just so thirsty. These people are obviously irresponsible dog owners. I also heard them being mean to her but I didn’t witness it.

We had irresponsible owners on our street and although im afraid of animals, i started feeding this one that looked like a mix of rottweiler/lab or something like the one in the pic. (My definition of feeding is sliding out a bowl or water when he's not near and throwing food from afar lol). Because you could see its ribcage and it was always limping and it was just sad to see. It ended up staying on our porch since we kept feeding it ans in no time, it was looking healthy all over again and running around not limping and so on. I named em DJ and it remained on our porch for a year or two. So by time it was a bigass dog (somewhere 6+ months; didn't look like a full rottweiler tho and definitely not a doberman so thats why im assuming something mixed with a lab), then my mom gave DJ and our pitlab Diamond to someone else. My family is animal lovers not to the extent of wanting pets especially since they know how bqdly i fear animals. But they always take well care of any when they have them. However my mom was no longer with her boyfriend who brought in Diamond (which had grown to be the height of a tall ass Doberman so im not so sure she was a pit-lab) and she felt two kids and two dogs was starting to be too much for her, so she gave them to someone even more responsible. I know when I was 12, we had pit-labs Nigel (a blue eyed pit) at 16 there was Diamond and Blue (diamonds twin who passed). She took care of Nigel as a pup, and then she gave Nigel away when he got bigger/older because her boyfriend was not with us anymore. Although we don’t do indoor pets, Nigel was our only indoor pup (for his first 3 or so months) and i ran from him daily in fear. He was just playing but im personally afraid/uncomfortable with any animal licking me or jumping up on me. So everyday i had to play “the floor is lava” jumping from furniture to furniture running from the dog. It was awful. But yea once he became bigger, he had to live outside.

Call animal control and later adopt it yourself or ensure that it is adopted by some good household with responsible people who are good in parenting! First two options are straight NO NO. The fourth option, what if they file a case about their pup missing? They may not care about her but to show to society that they 'care' they may do this. Third option is the best one so far. Yes they will know that it was you but then is that more important than survival of an innocent baby? Not like you need to make a good impression on people like them.
When I had issues with my neighbor, I went and got to know them, built a good relationship and got to know them. That paid dividends for 30 years.
If you have a strict association, then... it's your call whether you inform them. The dog could end up in worse scenario, like they drive it somewhere and drop it off... or worse.
You have to be careful... in general, don't create more stress or threat, be a good neighbor.
If you think these people are idiots and don't trust them, then you can call a 3rd party. that is going to make things worse.
Some dogs need vet care and sounds like this one does.
It is clearly obvious to you that it is likely just a matter of time before someone is seriously hurt in addition to the on going animal abuse problem.
Frankly the thing to do is move so that you are no longer living in a shit hole where retarded degenerates keep dangerous dogs next door to where you live.

Maybe have a quick call to those animal control centers and tell them what you have noticed and ask them
She probably has a wormy belly that’s normal for puppies and needs another deworming. Are you 100% positive it’s an APBT or is she a bbm (bully bred mix) and puppies always eat like their starving so that’s not much to go off of. If you’re super worried contact your local bylaw or animal control and mention your concerns that way if there is any neglect going on you have a paper trail.
My dog when he was a pup had a big potbelly and wormy belly ($5 pill from the vet and he was fine) and he did have ribs showing especially when he inhaled his food.Call animal control, make sure she goes to a no kill shelter. As much as it's sad, you would be doing her a favor. No one should give her to a shelter that will put her down, she deserves a life with better people who are responsible.

I think it would be worth to try and first call a veterinarian clinic/rescue center/shelter that is local and close to your region... I'm sure they've seen enough of these cases and might have experience and also the best insight as to how to deal with this specific situation... they will probably come and check themselves (if they do volunteering) or they will contact the authorities that will definitely deal with the situation at hand
Call the ASPCA and tell them you really want to help them find her a good home and to not put her down and not put her in a kill shelter. Ask around to see if anyone wants a puppy until you find someone who does in a neighborhood that allows pitbulls.
I'd setup a camera and record the poor thing being neglected and unfed. And if they abuse it I'll have the evidence to have them arrested.
Actually if I had known what you knew, finding it outside I'd play dumb and take it to my nearest no-kill shelter as a stray.Stealing a dog is impossible if the dog is micro chipped or tagged cause the original owner will be located.
What you describe comes under the catagory of "Felony Cruelty of Animals" and I would report to the Humane Society in your city and contact the local police to investigate it.
