is absurd.
That is a list of things made up by DIFFERENT people who Surely don’t all agree with what’ others added to the list.

Civil service reform requiring "education" of federal employees will do almost nothing to make their obscurely numerous and distant agencies accountable. They have almost no reason to care in that position.
To hold them accountable their effective numbers must be few enough to be observable by the elected officials and their power must be broad enough to effect a relevant share of the electorate. For both of theses reasons you can't do that at the federal level with most of theses agencies.
To make this practical we would need to make theses people accountable to more local politicians in the area of their influence, thus creating electoral consequences for their actions.
She was talking about broadband in Louisiana, not Biden's withdrawal, and you've misquoted her as well.

I would say she hasn't had time to prepare and might be sleep deprived too. Donald Trump might have prepared for this for over 30 years. He's wanted to be president ever since Obama and he might have gone on the Apprentice 2 decades ago to become famous with the purpose of gaining chief commander authority as ruling president of America.
What do you expect her to say? My guess is that she is now super stressed and scared. She had a nice cushy job as VP, doing nothing other than breaking tie votes in the Senate, which by the way is the only VP power in the Constitution. Now, she may have to actually do hard work if she's elected President.

If you want to sound metaphorical you need to pick a 2 similar concepts, draw equivalences (What IQ is for) so that you can show the consistency of the universe, as a profound statement of order.
You don't just repeat the same statement. If you can't do it on the fly, have the discipline to know your limits and not try to say anything without thinking about it first. That is an executive leadership skill.
She didn't have better speech writers? I enjoy a good philosophical statement and this means nothing to me. Just sounds like an extremely complicated way of saying "He finally moved aside and it was time".
