Am I a bad friend for not lending my friend money?

I used to work at government and I have a friend there who I met and we still talk till this day I got fired from that job and the only friend I only talk to there is she up to this day. Now I work as admin assistant at hospital and I heard she doesn't have a job now. I only earn minimum wage and living paycheck to paycheck. She texted me this morning asking to borrow money because she need it for her mother and she asked how are you? I remember back then when I was still working at government I lent her money and she promised me to pay next month and when I was asking her to pay me back she will always say she doesn't have money despite saying she will pay me next month and it took me 2 years to get my money back because I forced her to pay me back. Now Im scared to borrow money from me because she's hard to pay the money back and I still didn't open her message on messenger but I saw it on my notification thats why I read it. Should I tell her I dont want to lend money to her because Im also broke so that it won't hurt her feelings? Am I bad friend for not lending her money?

Not at all. I wouldn't lend any in your situation and also I wouldn't lend any to someone who took 2 years to repay you but if you're worried about softening telling her no, stick to telling her that you are barely getting by and don't have any extra to lend her. If she were a good friend, she wouldn't argue with that reasoning.

I heard from my sister that my friend Sarah got a large amount of money from her job and I believed it because she's working those times while me I was unemployed and I texted her my sister got angry at her and forced her to repay me because my sister is planning to owe it as well lol. My sister got it and that Sarah was mad my sister said that Sarah is mad my sister is asking the money she owes me like I dont understand her situation ( the nerve) lol she owes me so she should pay me right? Plus she always say next month so many times until I got tired so my sister took it from her and she's mad at my sister thats what I heard from my sister. by the way it took me two years to get it back. And now Sarah is back texting me on fb. We used to talk to like 3 months ago asking what were up to. So now she's borrowing money but I didn't open the message.
