No, President's and Vice Presidents really don't have the power to Certify or not certify any presidential election.
They could probably send it back to the states to ask for clarification but really there is nothing they can do, beyond refusing to step down and packing the goverment with loyalist to support them.

No, the democrats already have a plan to try and keep Trump out of office. They plan to pull out that BS about the 14th amendment. If that fails they have two or three other things that they will try. If they all fail they already have a group of bureaucrats that will undermine the president's authority and prevent him from actually accomplishing anything.
