False. You can say pretty much anything anywhere as long as your not stirring up hate or being generally offensive. So for example a girl was recently arrested for saying "burn the mosque down with everyone inside" to a group of rioters. Simarly I can swear but standing in the street yelling four letter words will get me arrested. There's always more to these cases than the media tells you. I told the old welsh first minister directly to his face what I thought of him and nothing happened.
