Depends where the illiterate people would be. If it were a whole continent that went illiterate overnight, we'd better put a huge barrier at the borders of the litterate continents. It might get really scary in the illiterate world, especially if a litterate guy took control.

If it were random people that got illiterate overnight, we'd better put guards at all libraries and bookstores. Books would be precious possessions for the litterate, just stuff to burn and heat the house for the illiterate.

If the illiterate got really good at reading numbers & symbols, they'd be really good software programmers and accountants though.

Liberalism is a lot more opaque. For example, social liberalism is incredibly different from classical liberalism.
