I will expect that most of those to be rescued will also have paid taxes this way or one other way.
It appears strange to me that in a country that's so proud about its inhabitants' ''freedom'' there are many who attempt to deny this ''freedom'' (to others).
About ''orders'' from an ''authority''... the same.

Only for that? Not rescuing them seems a bit heartless unless it’s too dangerous to rescue them.
I think it depends on whether they had one of those fancy electric wheelchairs or the manual ones.
