In my opinion, the solution is to fuck those people up. Gun them down if they try to flee. Shoot them in the guts and let them writhe in agony until they bleed out. If they are apprehended, body slam them so hard that they have permanent brain or spine damage. "Accidentally" mutilate their faces or limbs. And no medical care unless they can guarantee payment without ANY government assistance.
Or send them to work on chain gangs in the tropics where they can die of heat stroke or disease.

They don't deserve to be treated like humans.

Clearly a corrupt government is in league with foreign adversaries who lack the military ability for a conventional war and thus are implementing a poison pill strategy for destruction within.
